The Town of Holyrood has made effective
the following "Residential Inspection Schedule".
An inspection deposit of $100.00 will be
accepted at the time of permit pick up and shall apply to new
home construction and extensions. All inspections are mandatory.
The owner, builder, or otherwise are responsible for notifying
and arranging all required inspections with the Town. Failure to
request an inspection at the required stage of construction will
result in all work being halted and/or forfeiting of the
inspection deposit.
Excavation and site preparation will not be permitted until you
have received a permit in writing from the Town.
The following inspections are mandatory:
Location Certificates
Immediately after the concrete footings
have set, no further construction will be permitted to continue
until a location certificate has been received and approved by
the Town. The certificate must also indicate the elevation of
the footings.
Backfill Inspection
To be requested before backfilling tile
and foundation wall (damp proofing must be in place). Safe and
easy access must be provided to the excavation.
Occupancy
To be requested only when
construction is complete. Final electrical and plumbing
inspections must be completed, plumbing must be finished, and
all safety features in place.
Landscaping and Deposits
A $500.00 deposit will be accepted at time
of permit pick up. As well, an inspection is required when the
front property is seeded (showing grass), or sodded and required
site grading complete before the deposit is released. Landscape
deposits will be released in full only if the landscaping
requirements have been met. If landscaping is not complete after
two years, the deposit will be forfeited. Site grading must be
completed in accordance with the site grading plan in place.
Completion of landscaping will not be required for Occupancy.
Release of Deposits
The inspection deposit will be released
less the $15.00 occupancy fee, if all required
inspections have been completed. If any one inspection is not
requested, no refund will be given.
Arranging an Inspection
At least two working days notice is to be
given before an inspection is carried out. The Town will halt
and order all work completed beyond an inspection stage to be
disassembled or removed if an inspection was requested without
giving proper notice and if the state of construction covers or
impairs the visibility of those components required to be
inspected. Construction is not to continue until the required
inspection has been completed.
Waste
Disposal
All construction debris (solid or liquid)
are to be disposed of at the town dump. Burial of debris on site
will not be accepted. It is a serious violation of environment
laws to do so.
Building Plans
Two sets of building plans are to be
submitted. Plans must be drawn to scale, and indicate the
following:
- drawing scale;
- plan views (basement and all levels);
- exterior views;
- cross section (naming size and types of
material);
- plans are to be totally dimensioned.
The plans submitted will be evaluated with
reference to the 1990 national Building code of Canada. Changes
and recommendations will be noted on the set of plans to be
returned to the owner or builder. The owner or builder is
responsible for insuring that changes or additions noted are
carried out during construction. Any required inspections of
changes are the responsibility of the owner or builder to
arrange with the Town.
Survey Plot Plans
All survey plot plans must indicate the
properties dimensions, bearings, location of all easements and
right-of-ways and is to be stamped by a registered land
surveyor.
Smoke
Alarms
Every new residential building must
contain an AC operated smoke alarm which is to be wired into the
electrical service panel.
Marking
Building Site Location
All property pins must be in place and
clearly marked before construction is to begin.
Finished Floor Elevations
Consultation with the Town's
Superintendent concerning finished floor elevations should be
done before site excavation. First floor must have a 2 foot
floor elevation above center of the road.
Drain
Pits
Where no storm sewer exists, drain tile
must be serviced by a service pit located a minimum of 15 feet
from the footings and shall not interfere with septic disposal
fields or wells. Tile is not permitted to drain
into street ditches.
- All bedroom windows must have an unobstructed opening of 15
inches. (Height and width).
- Hot water boilers are not permitted to be
located under exits or stairs where emergency access will be
impaired.
Additional information concerning any of the conditions,
inspections or deposits outlined above can be obtained from the
Town Office. All requirements stated herein have been based on
Town of Holyrood Development By Laws
and the 1990 edition of the National Building
Code of Canada.
In addition to these requirements, all construction practice
and materials used shall strictly conform to the standards
outlined in the 1990 National Building Code of Canada
and all other applicable codes. |
